About
North Carolina Public Health works to improve the health of its people and communities. The Local Technical Assistance & Training (LTAT) Branch and the Office of the Chief Public Health Nurse (OCPHN) provide resources, consultation, and technical assistance that supports the work of the state and local health departments., which include generalized nursing, administrative, and financial consultation, training & technical assistance. Our continuing education unit provides accredited educational activities for the state and local public health workforce. We also provide NCTracks support for state and local public health programs.
The Chief Public Health Nurse provides leadership in shaping an effective and efficient system of programs and services in North Carolina by directing, collaborating on, implementing and evaluating statewide public health and public health nursing policy development and standards with the purpose of improving quality of health care delivery at the local level.

Continuing Nursing Education (PHNICE)
The Public Health Nursing Institute for Continuing Excellence (PHNICE) serves NC Public Health Nurses by providing continuing education through the ANCC Nursing Continuing Professional Development (NCPD) Accreditation Program. The PHNICE sits in the Office of the Chief Public Health Nurse. The PHNICE provides high-quality, evidence-based continuing professional development that is timely and relevant to current public health nursing practice. Educational activities provided by the PHNICE are developed primarily to meet the educational needs of NC Public Health Nurses. However, we know that Public Health Nurses do not work in a vacuum. Therefore, our courses and content areas often meet the educational needs of other public health staff, including Advanced-Practice Practitioners (NPs and PAs), physicians, and other public health professionals. The PHNICE works independently and partners with public, private, academic, and other public health practice entities to jointly provide NCPD.

The North Carolina Division of Public Health is launching a new course, the North Carolina Credentialed Public Health Nursing Course (NCCPHN), in August 2023.The course was piloted in Spring of 2023. . Subject to the availability of funds and approval of the Local Technical Assistance & Training Branch, the LHD may request reimbursement for LHD Management/Supervision level staff participating in the Management and Supervision for Public Health Professionals course. Reimbursement is $600 per participant upon successful completion of the course.
Reimbursement requests must be submitted by the LHD to publichealthnursing@dhhs.nc.gov
within the same fiscal year the course is completed.
